Babylon is only on 12 episodes which aired in October 2019, and i would categorize it as a political thriller, with a mystery element to it. Despite the bad/boring monologues it poses a philosophical dilemma too. The hotly debated Evile/Good moral compass subject where some of the characters are advocating for a "suicide law" in an utopia where suicide is systematic, and legal. The MC is a moral absolutist who disagrees with the suicide law, and works against it politically.
Babylon also has some other scary charachters who are on the other end of the moral spectrum who the MC will have to be diplomatic, and negotiate with. The anime starts out slow, but hold on to the first episodes, and i dont think it would dissapoint you. I quit liked it, and would give it a 7/10 rating.
